inch marks vs quotation marks: the ultimate battle
I can't stand when I see inch marks used in place of smart quotes. I blame the internet because you don't see smart quotes used for screen based design AND I mostly blame Adobe for letting people think they are 'graphic designers' cause they can use the magic wand tool in photoshop. My panties are bunching!

They might be different for designers (and visually, depending on your font), but technically are the same thing! It's the same key on your keyboard!
